Can you try signing out of your Apple ID and back in to see if that fixes things? If you are not able to download the app, that shouldn't be an issue with the app but with the download process. Open the App Store on your device and click the profile button (it looks like a face in a circle) at the top right of the App Store screen, then click "Sign out." After that, sign back in and try downloading the app again. The sign out could fix things for you here.
