The app doesn’t work. It will let you log in with your DODID and password and then take you to the disclaimer page. That is it. You can hit submit as many times as you want and wait as long as you want, but you won’t go any further. You are much better off using Safari and bookmarking the page than using this app. It should be removed from the App Store.

Usual lowest bidder government system. Had to change my password even though I knew it was correct. Then once it finally lets me log in it doesn’t go past the security agreement after clicking accept.
