There is no way to report it in the game. If you have no available dock for your planes, they will stop and wait. This is supposed to happen, and this part of taxiing the game does for you. However, if all the docks (or one) are in use this will trigger the bug. One plane was coming back to the gate and suddenly got stuck and every plane that landed made a line and it eventually got so long that planes were crashing in the line. Literally.
