This is a great app. The city has very clever programmers to write something so efficient and simple to use.

The app loads and the scrolls through several screens on it's own.  The next button disappears and all you can do is go back and forth reading the disclaimer.  Maybe it's not compatible on a iPhone 4.  I hope they fix it.
