First of all, it shouldn’t be BCLCs decision when to spend a winning prize - you are then gambling your clients money. Secondly, rolling it prevents us from selecting the extra - again BCLC is making that gambling choice instead of it’s customer. When you check a paper ticket that won a free play you have the option to pay for the extra and/or hold on to play at a later date if you choose. That option and consent is stripped from you online; and it’s BCLC that then spends your winnings how they choose.
