Bilim ve Sanat Merkezlerine alınacak özel yetenekli öğrencileri belirlemek amacıyla her yıl Bakanlıkça belirlenen tanılama takvimi çerçevesinde, Bakanlıkça belirlenen sınıf seviyelerinden öğrenciler, Bakanlıkça hazırlanan gözlem formları kullanılarak e-okul üzerinden sınıf öğretmenlerince genel yetenek (zihinsel), görsel sanatlar veya müzik alanında özel yetenekli adayı olarak gösterilir. Aday olarak gösterilen öğrenciler, Bakanlıkça belirlenen bir tarihte, Bakanlıkça hazırlanan grup tarama sınavına alınır. Grup tarama sınavı sonuçlarına göre Türkiye genelinde Bakanlıkça her yıl her sınıf seviyesi için belirlenen baraj puanlarını geçen öğrenciler sertifikalı uzmanlar tarafından bireysel incelemeye alınır. Bireysel incelemede öğrencilere geçerli, güvenilir ve standart bir zeka testi uygulanır.
