* ان عدم وجود اتفاقية بين صاحب النظام مع الجهة المشغلة للنظام يؤثر سلباً على التقييم العام للنظام فالمستخدم النهائي يرى بأن البرنامج لا يعمل بسبب عدم قبول الطلب من قبل الجهة المشغلة
* في حال عدم قبل الطلب خلال فترة محددة من قبل المسؤول في الجهة المشغلة يجب ان يعلم صاحب النظام بهذا  لاتخاذ اللازم مع الجهة المشغلة بناء على الاتفاقية المبرمة بين الطرفين حفاضاً على سمعة النظام والتقييم العام للنظام
