Think about it, they don’t have infinite money to give out. There have been many cases where I upload a video, and it either gets rejected or demonetized days later for a reason lacking explanation and proof. Finally there was a new update and it worked. After that, I got rejected from the program. I hate that they market it by saying it’s for “anyone”, but it isn’t.
