Unfortunately there is no work for a brain - only for a wallet. 1. If you reset level - queue of passengers will change. Because only part of it is visible this is a complete random for you to predict correct sequence of "unlocking" buses (for complex positions). 2. So just tap on buses and feel lucky. 3. There is a one-click win button "rearrange passengers", so no need to think at all - only blow money.
