On level 19, you get 18 moves but there are more than 18 cars that are all blocked by cones, making the level completely impossible to beat, at least not without buying a bunch of extra moves. On level 19 you have 18 moves but 21 buses are blocked by cones. Minimum 21 moves required which means you must spend coins or watch ads.
