พัฒนาระบบเทคโนโลยีสารสนเทศและช่องทางการสื่อสารที่สามารถเข้าถึงกลุ่มเป้าหมายในการสื่อสาร ของสํานักงานคณะกรรมการการเลือกตั้งได้อย่างทั่วถึงและรวดเร็ว 

วัตถุประสงค์ 
1. เพื่อส่งเสริมและสนับสนุนหน่วยงานของรัฐ สถาบันการศึกษา และภาคประชาชน ในการให้ความรู้ ที่ถูกต้องเกี่ยวกับการปกครองระบอบประชาธิปไตยอันมีพระมหากษัตริย์
ทรงเป็นประมุข และรัฐธรรมนูญแห่งราชอาณาจักรไทย 
2. เพื่อให้นักเรียน นักศึกษา และประชาชนเกิดความรู้ ความเข้าใจที่ถูกต้องเกี่ยวกับ
หลักการดําเนินชีวิตตามวิถีประชาธิปไตย มีวัฒนธรรมการเมืองในระบอบประชาธิปไตย 
มีจิตสํานึกสาธารณะรับผิดชอบต่อตนเอง ผู้อื่น สังคม และประเทศชาติ 
3. เพื่อส่งเสริมและสนับสนุนให้ประชาชนเข้ามามีส่วนร่วมทางการเมืองในกระบวนการ
เลือกตั้งและการออกเสียงประชามติโดยยึดหลักธรรมาภิบาล 
4. เพื่อสนับสนุนวิทยากรเครือข่ายในการฝึกอบรมทั้งในสถานศึกษาและนอกสถานศึกษา
