Every surface — Executive Overview, Matter Queue, Map, Evidence, Decision Room, Actions, Trust & Closure and the Audit Trail — reads one portfolio and one selected Matter, so two screens cannot describe the same claim differently. Decisions that cannot skip a step. A Matter cannot become Ready for Decision without its mandatory evidence, without its conflicts resolved, or without authority. A decision cannot be recorded without an authorised human decider and their own recorded reason. A Matter cannot close until its action is complete and its outcome is verified. These are refusals, not warnings. It says what it does not know. Where a figure has no basis, DEEVO Matter reports Unknown and states why. It holds no premium data, so it reports no Loss Ratio. It holds no exchange rates, so it never adds two currencies together.
