根据《中华人民共和国动物防疫法》《重大动物疫情应急条例》《国家突发重大动物疫情应急预案》《国务院办公厅关于进一步做好非洲猪瘟防控工作的通知》（国办发明电〔2018〕12号）等规定，为做好非洲猪瘟疫情防控工作,为防止非洲猪瘟等传染疫病的传播，需要对生猪运输车辆进行备案和管理，对车辆信息进行登记，审核，并对车辆的实时位置进行监控，记录车辆行驶轨迹，确保车辆时按照产地检疫的预定路线行驶，从而有效防控疫病的传染。App提供车辆备案，承运人注册，承运人录入生猪运输信息，建立运输台账,运输起始地，结束地点，轨迹详细记录，本App的使用群体是广大生猪运输车辆承运人和监管人。
