And doesn't tell you how to get one.

**Developer response:** Hi! As stated in the App Store description, this application requires an activation code from a government entity. If you do not have an activation code, you may purchase a subscription by downloading eMERGE 911 in the App Store. Thank you for your feedback.

Really cool app. I received this app via my church’s activation code. They also have a paid version for people not part of organizations.
