First, the traffic is so boring! Just 2 cars, a taxi and a bus. Second, the police is too basic. They cannot just spawn out of nowhere when you commit a crime. They should be a part of and spawn in traffic. And this leads me to expanding variety besides the 2 traffic vehicles I mentioned. Have things like more types of cars and trucks. Have an occasional plane spawn above the player too. The map is very empty without these details. With that in mind, the game would dramatically improve.
