F5 access(Legacyでは無い方)を削除→再インストールして、プッシュ通知をONにしたら普通に利用できました。
よく見るとLegacyのプレビューの英語にもiOS12以降はF5 Accessを使えと書いてあります。アプリのリネームがまだされてないんですね。
