FOUR CITIES, FOUR REGISTERS Pick a city, then narrow it the way that city is actually divided: by borough in New York, by neighborhood in San Francisco and Washington DC, by area in Los Angeles. - New York City: all 47,000 rent-stabilized buildings on the NYS HCR register - Los Angeles: parcels meeting the city's RSO criteria (2+ units, built on or before Oct 1, 1978) - San Francisco: rent-controlled units reported to the SF Rent Board, at block level - Washington DC: units registered with DHCD under the Rental Housing Act Each city says plainly where its data comes from and what it does not prove.
