Only has two shops. Deleted as finished within couple hours.

It says to upgrade everything in my shop to level 75 before I can move on and I have done that. The game will not let me progress. Why?

When you get all levels to 75 and expand, It just starts you over again and it doesn’t actually upgrade anything?!
