Gettysburg features a deterministic tactical AI layer built around scripted heuristics, behavior-based decision logic, and state-driven unit control. Units evaluate battlefield conditions, command relationships, morale, formation, movement, and combat contact to make tactical decisions within a reproducible historical simulation.
