per-order reviews with CONFIRMED-or-later eligibility
Change reviews from one-per-client (gated on a COMPLETED order) to one
review per order, eligible once the order reaches CONFIRMED or later.
Reviews can now be written from order detail, order history, and the
post-checkout confirmation on both web and mobile-order. The standalone
Reviews page is now a public list only (submission moved to order
screens). Adds a shared REVIEWABLE_ORDER_STATUSES constant as the single
source of truth across backend, web, and mobile.
