Introduce server-side search query and paging
Implement incremental page loading (load next page when scrolling), debounced search, and a separate allContacts cache for features that need the complete contact set (attendance, pickers, follow-ups, tasks). Add APIs for status-based counts (statusCounts/totalCount) and utilities to load full contact pages when required. Update views to resolve names from the full cache and switch list UIs to use paged data.
