I suppose they attempt to make up for this by drowning you with currency. It is still demoralizing to spend 30,000 gems and not get a single legendary. The gameplay is in no way deep. Very repetitive stuff. If you like collecting characters it will probably hold your interest for a while. I keep on going because I want to collect all the characters.
