Another game ANOTHER HARD LEVEL!

My daughter and I love Stack the States and I wanted to get her something with just the stacking component. This was recommended under Genius but seriously, what a waste of money! We can't even figure out what to do! The " walkthrough" shows levels 39-50?!!  How about instructions for Level 1?!  Horrible.
