Go into settings. Then tap on "General." Next, tap on "Keyboard," then "Keyboards." There will be a banner saying "add new keyboard." Scroll down to emoji, then tap on it to add. To access it, click on the globe button on the keyboard then scroll to emoji. This also works on iOS 6, too.
