今まで、購入失敗した記録、及び問い合わせもありませんでした。
こちらiPadで試したところ、特に問題ありませんでした。

アプリを再度インストールしてみてください。
すでに購入済の場合、購入画面から「購入を復元」ボタンをご利用ください。
購入の復元は過去発行したレシートを参照し、アプリの復元を行います。課金は発生しません。
