The signal flags app, incorrectly uses numerical flags for signalling International Code flag signals. The International Code would primarily be used by Merchant Ships, who only use numerical pennants.
Numerical flags  are only used by Naval Warships.
The meaning of all signal using numerical flags in this app are totally incorrect
