ابوالحسن علی بن جولوغ سیستانی معروف به فرخی سیستانی از غلامان امیرخلف بانو آخرین امیر صفاری بود. علی بن جولوغ، از سر ناچاری شعری در قالب قصیده سرود و آن را «با کاروان حله» نام نهاد؛ و شعر را به عمید اسعد چغانی وزیر امیر صفاری تقدیم کرد. معروف است که روز بعد علی بن جولوغ قصیده‌ای به نام «داغگاه» ساخت و آن را برای امیر صفاری خواند.
