## What is 國土監測查報?

衛星遙測影像以其具有資料獲取週期短、可迅速掌握地表改變狀況、影像資料涵蓋範圍廣等特性，可用於監測土地利用的工具，為能有效輔助變異區域的現地勘查工作，利用本系統可隨時隨地查詢變異點資訊，並上傳現地的查證內容，縮短查報時程，有效防止土地違規開發之情事。

本系統主要功能如下：
1.內政部營建署及經濟部水利署等機關變異點的資訊通報服務：當變遷專案通報或變異點轉移後，使用者可隨時取得最新的變異點資訊。

2. 內政部營建署及經濟部水利署等機關變異點的資訊查詢服務：各查報人員於登入後，除可查詢或直接調閱目前位置特定範圍內的變異資訊外，也可使用行動裝置的全球衛星定位導航（GPS）導引至實際的變異坐標位置。

3. 內政部營建署及經濟部水利署等機關變異點的圖資查詢服務：使用者於現地調查進行時，可查詢該變異位置相關的各種圖資，作為與現場情況的比對分析。

4. 內政部營建署及經濟部水利署等機關變異點的現地回報服務：使用者可透過變異點查詢服務App，隨查隨得目前所在位置是否發生變異，並於回報時，可提供使用者現地拍照及照片上傳處理機制。同時支援連線及離線回報機制，以滿足可在不同網路通訊品質的場所使用。若所堪查的變異點位，其網路連線品質不好或無法連接至網路時，查報人員更可使用離線回報功能，先完成現地調查作業；若已偵測到網路連線正常時，則依網路通訊品質，自動上傳已暫存的查報紀錄。
