## What is 至为无害化?

国务院2014年发布47号建立并死畜禽无害化处理机制意见，推进尽快建成覆盖饲养、屠宰，经营、运输等环节的病死畜禽无害化处理体系，构建科学完备、运转高效的病死畜禽无害化处理机制。
本系统覆盖病死畜禽报案，收集，跟踪，监督，补贴、入库，处理环节。对无害化处理的各环节实行监控。防止病死畜禽流入市场，同时有效监督补贴资金的有效发放。
