يُعتبر جهاز الشرطة في دول العالم الواجهة الرئيسية للتعامل مع المواطنين ، كما يُعتبر أهم الأجهزة الأمنية المكلفة بتنفيذ الأمن الداخلي للمجتمع وإنفاذ القانون وتطهير المجتمع من المجرم والجريمة نظــــــــراً للصفة والطبيعة الخاصة الذي يتمتع بها بحكم النظام والقانون , فالشرطة بشكلها العام البسيط أول ما ظهرت منذ أن وجدت أول تجمعات بشرية من اجل تنفيذ القرارات التي تصدر من حكام تلك التجمعات فتطـــور عملها إلى أن وصلت الحد أو الشكل الذي تعيشه الآن بحيث أصبح لها دور كــــــــبير وشملت كافة نواحي الحياة سواء على مستوى حفظ الأمن ( الصلاحية الإدارية ) أو على مستوى إنفاذ القانون وكـــــــــشف الجريمة ( سلطة الضبط القضائي ) , هذا وقد كان أقـــــدم نظام إداري شرطي في العالم كان في مصر القديمة والذي يرجع إلى ثلاثة آلاف عام قبل الميلاد وقد ساير هذا النظام أعرق تقاليد الشرطة التي تتبعها الدول الحديثة .
فالشرطة الفلسطينية أول ما شكلت بعهد الانتداب البريطاني لفلسطين حتى عام 48 حيث تم إصدار العديد من القوانين في تلك الفترة التي تحدد وتبين صلاحيات الشرطة منها قانون رقم (17) لعام 26 وقانون رقم (49) لعام 29 وقانون رقم (30) لعام 34
وبعدعام 1948 وقيام إسرائيل باحتلال القسم الأكبر من ارض فلسطين , وآنذاك تم إصدار قرار مشترك من جامعة الدول العربية بضم الضفة الغربية إلى السلطة الأردنية حيث طبقت كافة القوانين الأردنية عليها إما قطاع غزة فقد أنشأت مصر إدارة خاصة هناك ( إدارة الحاكم العام لقطاع غزة ) وصدر قانون خاص بالشرطة هناك سمي بقانون الشرطة رقم (6) لعام 36 .
