留学缴费通由上海盛付通电子支付服务有限公司（简称“盛付通”）运营。盛付通是国内领先的独立第三方支付平台，是网联清算股份有限公司的股东之一。盛付通成立于2008年6月，注册资本2.5亿元，2011年首批获得央行颁发的第三方支付牌照，2013年首批获得国家外汇管理局审批的跨境外汇支付业务试点机构，2019年获得国家首批跨境外汇业务牌照（拥有中国最全的本外币支付牌照，如互联网支付、预付卡发行与受理、银行卡支付、跨境外汇/人民币支付、互联网贷款等支付业务牌照）。
