建立和完善 “云上妇幼”支撑管理平台，加强远程医疗信息系统建设，广泛开展远程培训等能力提升活动。通过全域化、网络化、数字化、智能化、安全化、可视化的智慧管理，完成“大手拉小手”行动，从而提升母婴安全保障能力。加强重点提升妇幼保健。升级智能化妇幼公共卫生管理，开展远程会诊、线上转诊、远程指导、远程培训等内容，促进优质医疗资源下沉基层, 不断提升能力、优化服务，保障母婴安全、促进妇女儿童健康。系统建设充分考虑到妇幼卫生信息的保密性和安全性，尤其在数据库设计与后期运行中采用安全有效的方式，实行深度防护：多模块操作，利用分散的防护策略来管理风险；失败安全保护：在系统运行失败时有相应的措施保障软件安全。
