So why is the Baltic version available with a German apple ID, but the Finnish version is not??

I don’t want to have a billion apple IDs. 

Make the Finnish app available to international users!

Aplikācija piedāvā sākt to izmantot autorizējoties caur 5 dažādām internetbankām, bet Citadeles “poga” ir tikai smukumam. Visas pārējās atver autorizācijas logu, bet Citadeli var klikot kaut visu dienu- nekas nenotiek.
