Alo, you can just go to settings-general-keyboard-keyboards-add-then scroll for Japaneese , to get a Japanese keyboard with all the characters. Which is what I did. I was trying to spell Hello in Japanese and 2 of the letters were missing and I bet a bunch more are missing.
