Faster setup and lighter data use.

• Study materials load faster the first time you open the app.
• The app no longer re-downloads manuals, quiz questions, or engineer cards that have not changed, so routine syncs use significantly less data.
• Syncing is now all-or-nothing. If a sync is interrupted by losing signal or switching apps, your library can no longer be left in a half-updated state.
• Engineer cards that have been removed on the server are now correctly cleared from your device.
