My kids have had this app for years even played most the levels but recently showed me it costs 1.99 for all the levels they already played before. What is the deal?

So, I think the draw type instead of bricks is also fun, but please let us have all levels of spring season. I think this hame is entertaining anyway, even though this is for toddlers.
