It's easy pick an image to be the steady one on your lock screen then pick a Live X animation for when you Force Touch your Lock Screen. Save and set.

Not only limited to iPhone X however the final result will only work on lock screen if the device is force touch enabled. ie iPhone 6s, iPhone 6s Plus or older.
