Have location turned on for Google and this app, but it the app still cannot verify I am in the state! Won’t allow me to purchase tickets now.

I won a 500$ scratcher 3 weeks ago and still haven’t been paid. Their Aeropay app doesn’t work so I tried a manual transfer with my banking info and that didn’t work either. It’s a good thing I didn’t win the powerball or something big because I’d never receive the money
