كلف سكان مدينتي سامي بمهمة بناء مدينة جميلة تتوفر على كل المرافق الضرورية لهم وينعمون فيها بعيش كريم.  سيتطلب منه ذلك نقودا كثيرة، لذلك يعول على تضامنهم جميعا عن طريق أداء ضريبة هي مساهمة بالنقود، كل حسب استطاعته، لبناء كل المرافق من مدارس ومستشفيات إلى غير ذلك. وفي المقابل، يستطيعون الاستفادة من تلك المرافق، وبالمجان.
