Every game should have at least one solution or tiles are randomly generated so a solution is not guaranteed. I prefer the former. This version is clearly the latter so as from level 500 on it becomes obvious that few games have a solution which changes it from an intellectual challenge to one of repetitive brute force. Keep generating new versions of each level until you get one that is solvable.
