In the original version it was dependent on the corresponding income, and it was cool and made sence. I was able to focus on gold to get ambassadors fast, visa versa generals are 15 turns long, which makes it harder to conquer states. it was not clear from begging that all colonies need to be set, but appeared to be needed for the end goal. At the end of the game I had to wait for colonist 15 turns (when everything else was already long ready) just to settle last colony. It was challenging on normal level to survive to Greece union.
