Despite the claim by Millen, it cannot be used in China.

I can access almost all Japanese services from abroad, working so far in NA and Europe!

No DNS customization and protocol selection though, not as feature packed as other major providers but if you are looking for uninterrupted Japanese web services this is probably the go to.
