Just install the app, open Settings -> General -> Keyboard -> Keyboards and press Add New Keyboard... and pick MongolKB – Mongol KB. Now you can switch to the Mongolian keyboard in any app, including Messages, Mail, Safari and Notes.

Note: Third party keyboards work everywhere except for entering passwords, due to Apple's restrictions.
