## What is Muhtar?

The neighborhood is waiting. The seal of office is now yours.

Neighborhood Head is an election-driven local management simulator where every decision affects your residents and your time in office. New requests arrive at your door each day. Listen, investigate the case, and choose how to respond.

Approve a request, reject it, mediate between neighbors, or refer the matter to the municipality. The right answer is rarely obvious. A choice that helps one resident may strain the treasury, while a problem you postpone today may return days later.

Your work extends beyond the files on your desk. Balance the treasury, approval rating, and reputation while shaping your relationships with recurring residents. Earlier choices return through connected events, and their consequences may be felt for days.

Use your resources to improve the streets with parks, lighting, a market, a health clinic, and more. These permanent upgrades transform the neighborhood and open new possibilities for your management strategy.

Grow support during the campaign, complete your term goals, and win another term at the ballot box. You can meet only a limited number of residents each day. Can you earn the neighborhood's trust without emptying its treasury?
