I downloaded this app with no problem. But I can’t make an account , so I can’t get in. What do I do ? Help

Cannot review this app, unable to ‘sign in’
I downloaded the app with no issues, but then was given the ‘sign in’ and I’m not sure what to sign in for a user name or password. This app didn’t  ask me to ‘create an account’, I looked around to see where/ how to create such an account to no avail??

I can not say that this app does not work or is a bad app, I can only say that I am having trouble logging in to my unit’s app. My Director says that everyone else has access to this app and are having zero problems logging in. I am entering the correct log in name and password and I even screen shot the screen so my director can see I’m entering the correct info. I have an iPhone XR and I am operating on the iOS 13.2 system. I am not sure what the glitch is. All other apps that I’ve downloaded works just fine (not that I have a lot of apps). I need help understanding what the problem could be!
