## What is NERV Disaster Prevention?

The NERV Disaster Prevention App is a smartphone service that delivers earthquake, tsunami, volcanic eruption and emergency warnings, as well as provides weather-related disaster prevention information for flooding and landslides, optimised based on the user's current and registered locations.

The app was developed to help people living in or visiting an area where damage is expected to occur, to accurately assess the situation and make quick decisions and actions.

With information received directly through a leased line connected to the Japan Meteorological Agency, our proprietary technology enables the fastest information distribution in Japan.

Get a wide range of disaster prevention information, including weather and typhoon forecasts, rain radar, earthquake, tsunami and volcanic eruption alerts, emergency weather warnings and landslide information, river information, and heavy rain risk notifications.

By interacting with the map on the screen, you can zoom in on your location or pan across the country and see the cloud cover, typhoon forecast areas, tsunami warning areas, or the scale and intensity of an earthquake.


①　Providing users with the most appropriate disaster information

The home screen displays the information you need at the time and place you need it. When there’s an earthquake, the home screen will show you the latest information. If another type of warning or alert is issued while the earthquake is active, the app will sort them depending on the type, elapsed time and urgency, so you’ll always have the most important information at your fingertips.


②　Push Notifications for Important Information

We send out different types of notifications depending on the device’s location, the type of information and level of urgency. If the information is not urgent, we send a silent notification as not to disturb the user. For more urgent situations where a disaster is time-sensitive, a ‘Critical Alert’ alerts the user to an imminent danger. Notifications like Earthquake Early Warnings (Alert level) and Tsunami Warnings will be forced to sound, even if the device is in Silent or Do Not Disturb modes.

Note: Critical Alerts will only be sent to users in the target area of the most urgent types of disasters. Users who have registered their location but are not in the target area will instead receive a normal notification.

※ In order to receive Critical Alerts, you need to set your location permissions to “Always Allow” and have Background App Refresh turned on. If you don’t want Critical Alerts, you can disable them from Settings.


③　Barrier-Free Design

We paid close attention when designing the app to ensure our information is accessible to everyone. We put a focus on accessibility, with colour schemes that are easy to distinguish for people with colour blindness, and use a font with large, clear letters so long bodies of text are easy to read.

I recently moved to Japan. This app notifies me ahead of any other app I have. And the user interface is simple to use, allowing me to add various regions I want to receive notifications for.
I clicked on the banner notification of an earthquake today and was instantly shown the anticipated strength and a map showing a live estimate of the anticipated shock that I could watch reach my area. This let me know it should be a relatively mild experience, but if it was going to be anything more serious I would need to leave the building.
Fortunately it was a relatively small occurrence today, but I greatly appreciate that I didn’t have to click through any menus for all of the important information in the moment.
Thank you so much for your efforts with this app to give us such instant information.

We had an EEW alert from our phones from taito tokyo thankfully we were in Shindo 2, barely could feel anything and it only made the hanging spray bottle swing from left to right. I had extreme anxiety because i’ve personally been through a magnitude 5.6 earthquake in Türkiye without no early warning signals and it was absolutely horrifying. I ask chat GPT info and it suggested me to download this app. The app told me everything about the earthquake occurred and thankfully we was only an hour away from the earth quake epicentre as it was somewhere in north area of saitama I believe which was a shindo -5 magnitude 5.5, even told me what area was the most impacted thankfully our area was in the very minor impact area thanks to this app.

This works so well, the EEW notifications for this are great ( luckily I have never had to actually hear it)! The tsunami warning system is great as well (only tsunami I’ve been in is the 2025 tsunami). To the creators of NERV, you guys are geniuses!

いつも地震の通知がテレビの速報と同時かそれよりも早かったりして大変助かっています。現在地と全国で分けて見れるのも大変便利です。
　そして何より今回の津波。ほぼ全国に影響を及ぼしテレビもSNSもその話題で持ち切りでしたが、NERVさんの通知の早さに驚きました。観測値が更新される度に通知が鳴り、運営様の真摯に向き合う姿勢が感じられます。私は今回津波の影響が有る地域には住んでいませんが、この迅速な情報が現地の方々にとってとても重要であろう事は分かりました。そして昨日の「津波注意報すべて解除」のツイートを見て感謝の気持ちで胸がいっぱいになりました。

We would like to express our deepest condolences to those who lost their lives in the 2026 Kumamoto Earthquake and the disasters caused by the heavy rain that began on August 13. Our thoughts are with all those who were affected, and we sincerely hope that their lives and well-being can recover as soon as possible.

◆ Developer Update
In July, alongside developing new features for the push notification engine, the development team also worked on improving the stability and performance of the app and its systems. Through repeated testing, measurement, and analysis of various implementations, we were able to make significant improvements in these areas. In the process, we also identified a bug in the language runtime and implemented a workaround, gaining a number of valuable insights along the way.

We deployed these improvements to production on July 27. Then, shortly after reporting the results to the team on the 28th, the 2026 Kumamoto Earthquake struck at 16:27. All we could do was watch and hope as the new version of the system handled a massive surge in notification traffic.

Notifications were sent without any issues, but as we learned about the scale of the damage on the ground, the continued seismic activity, and then the heavy rain that followed from August 13, our hearts ached as we thought about the suffering and grief of all those who were affected. 

We truly hope that everyone whose lives were affected can return to a sense of normalcy as soon as possible.

We would like to apologise for the concern caused by the development team update in our previous release notes. We received many messages of support and concern from users and other organisations, and were even contacted by members of the National Diet and the Japan Meteorological Agency asking if there was anything they could do to help.

Though we can’t go into too much detail out of consideration for our relationships with other organisations, we have maintained regular communication with the Japan Meteorological Agency throughout both the lead-up to and rollout of the new disaster weather information system. More recently, we also visited the JMA headquarters for an in-person meeting to exchange views and share information, and have submitted requests for further improvements.

Now that the work surrounding the new disaster weather information system has settled down, the development team has once again started work on new features! We’re excited to get them to you as soon as possible, so please bear with us for a little longer.

### 6.3.0 — 2026-05-28

* Added support for the new disaster weather information system

The development team has been working around the clock for weeks to implement this major overhaul of our disaster weather warnings and advisories systems. We deeply sympathise with the Japan Meteorological Agency and the many disaster prevention organisations that are also working through large-scale system changes.

Because these changes affect long-standing operational and technical infrastructure, many organisations across the country are facing significant adaptation costs, including system upgrades and revisions to operational procedures.

Even just before launch, the Japan Meteorological Agency continues to revise municipal support tables and sample messages, leaving little time for integration testing or trial operations before the system goes live. As a result, there may be unforeseen issues during the initial rollout.

Please be mindful that there may still be bugs or issues in the NERV Disaster Prevention app while we work through this transition. During this year’s flood season, we encourage everyone to avoid relying solely on disaster weather information and to use their own judgment to stay safe above all else.

◆ Internal Architecture Update
We've updated parts of the app's internal structure, components and runtime engine to their latest versions. Though you may not notice a difference in your everyday use, these kinds of updates are necessary to improve support for the latest operating systems, and to keep the app running smoothly. Speed and performance have also been optimised!

◆ Supporters' Club Membership Information 
The app has now surpassed 8 million downloads! We are truly grateful that so many people use the NERV Disaster Prevention app in their everyday lives.
As the number of users grows, so do costs related to data processing and network usage. This makes support from our Supporters' Club members all the more important.
For this reason, we've started displaying membership information at the top of the Home screen for users who have not yet joined the Supporters' Club. This banner will not be shown to active Supporters' Club members.

◆ Dev Team Updates
This month, we've spent a significant amount of time handling and responding to hearings and research requests from various central government ministries and agencies. Although we handle these hearings free of charge, we do so because we hope to contribute to improving disaster preparedness nationwide – not just for ourselves. (Though giving it our all tends to bring in even more requests...)

[Update from the Development Team]
On August 31st, the NERV Disaster Prevention App Development Team participated in the Miyagi Prefecture Comprehensive Disaster Prevention Drill held in Marumori, Miyagi Prefecture. On the day, we also exhibited our disaster response vehicles, and were able to welcome many visitors, including local residents. Despite the sweltering heat and high humidity, some people even travelled over an hour to come and see us! We'd like to express our gratitude to everyone who visited us.
