The developers of NR state the most recent version of NR requires your location. So how did NR manage to work in the previous versions? The incessant push by software developers to design their apps in such a way as to insist they must have your location in order to give you a better experience, needs to stop. How? By not buying apps that force you to give your location. There are a few app exceptions that do require your general location, such as weather apps.
