feat(podcasts): Settings toggle to enable/disable Podcasts (#93)

* feat(podcasts): add Settings on/off toggle; hide tab when off

Add a persisted "Podcasts" preference (SecureStore, mirroring the voice/haptic
stores) with an on/off Switch in Settings → Preferences. When off, the Podcasts
tab is hidden from the tab bar (href: null), so nothing podcast-related shows in
the app. Hydrated at launch so the tab bar reflects the saved choice without a
flash. Defaults on.

* fix(podcasts): stop playback when feature disabled; bump version for native build

- podcasts screen now mirrors the Settings toggle and immediately stops
  expo-speech narration and expo-audio playback when Podcasts is turned off,
  not just hiding the tab (addresses Bugbot "Disable leaves podcast audio
  playing")
- bump app version 1.1.9 - 1.2.0 so merging cuts a native EAS build
  (expo-audio is a native module; OTA can't deliver it)

* fix(podcasts): fully gate feature when disabled (redirect route + hydration-gated tab)

- podcasts screen now redirects to Overview when the Settings toggle is off,
  so the route can't create/play episodes even when reached directly (deep
  link or sitting on the tab when it's turned off) — not just hidden tab
- tab visibility now waits for the persisted pref to hydrate from SecureStore
  before showing, so a user who turned Podcasts off never sees it flash in at
  cold start

Addresses Bugbot "Podcasts UI works when disabled" and "Tab ignores
hydration before showing".

* fix(podcasts): only redirect when the screen is focused

The disabled-feature Redirect previously fired on every render of the
still-mounted podcasts tab screen, so toggling Podcasts off from the
Settings tab would hijack navigation and jump to Overview. Gate the
redirect on the screen actually being focused, so it only kicks in when
the user is on the podcasts route itself.

Addresses Bugbot "Background Redirect hijacks Settings".

* fix(podcasts): apply hydration gate to the screen, not just the tab bar

- screen now waits for the persisted toggle to hydrate before rendering;
  shows a neutral spinner until SecureStore returns, so a user who saved
  Podcasts off never sees the full UI flash in pre-hydration
- gate the suggestions/episodes useQuery hooks on (hydrated && enabled) so
  no podcast API requests fire while the feature is off or not yet known

Addresses Bugbot "Podcasts screen ignores hydrate gate" and
"Disabled toggle still fetches podcasts".
