Only allowing those with a passport or drivers license…
You do realise some people simply do not drive and do not travel and have photo/age ID cards.

The app no longer works and it’s been like that for a long time.

Does not work on IOS 17.1.2. 
App opens, signs in with Face ID then immediately closes.
Uninstalling and re-installing the app does not fix the issue.
