### 2/5 — Bad reaction time

*2025-06-08, version 4.6.1*

Complaints not fulfilled timely

### 1/5 — App does not work

*2024-02-27, version 4.3.3*

I downloaded the app because the web form was not working, and found out that the app will not go past the loading scree and also does not work. May need to call 311 on this

### 3/5 — Needs a major update

*2023-02-09, version 4.3.3*

The use this app on the on regular, but what needs to improve is the updating of request on the app, I get the updates of my request from my email not the app. Getting updates on request on the app would be a big improvement.

### 1/5 — 👎 Bloody Terrible

*2022-02-17, version 4.3.0*

Useless app, just a public method used as a fake tranquilizer towards hazardous requests to get city taken care off but for no effort from any city department. Don't waste your time. Booooo.

### 1/5 — Useless

*2022-01-02, version 4.3.0*

App is unresponsive/slow. Requests sit open for months. What a joke. City of Philadelphia needs to significantly increase investment in 311 to make it a viable service.

### 1/5 — Buggy

*2021-12-01, version 4.2*

It is impossible now to submit reports. The app doesn’t get out of its loading screen once the “submit request” is pressed.
With Philadelphia authorities having a history of ignoring calls/reports etc, one wonders if this is by design.

### 2/5 — Unresponsive

*2021-07-27, version 4.2*

The AppLooks and feels like it was made in 1999. Information doesn’t show or is wrong,You can’t get an exact location they end up sending someone a whole block away. Once you start a case they won’t tell you if it’s finished on the app you get an email. The tabs don’t work all the time,And you have to end up shutting down the app and doing everything over again. The app is reflects the quality of Philly 311. When you come to the city and you see how bad it is, that’s because we’re told to contact Philly 311 yeah should be called passing the buck

### 2/5 — Glitches

*2021-05-07, version 4.1.4*

This app use to be great.
You can now add photos which is great.
For some reason it doesn’t let you had a complaint.
I greatly appreciate how 311 responds to the results of the outcome.
The app needs updates.

### 1/5 — Shameful.

*2021-02-17, version 4.1.2*

This app is an embarrassment. The city should be ashamed. So many problems that arise are brushed off to 311, and both the website and app are barely usable. There is so much brain power in this city, use it for crying out loud.

### 1/5 — Extremely slow. Requests no longer update

*2020-12-07, version 4.1.2*

311 is slow and unhelpful, and it’s very hard to pinpoint your location for certain issues. Would be better if they mapped out items like street lights and parks within the app. Also they push you around to other departments most of the time instead of doing it themselves, or they don’t actually resolve the request. Status and comments no longer update after submission. Disappointing yet not surprising

### 1/5 — App is fairly glitchy and responses are poor

*2020-11-13, version 4.1.2*

I’ve submitted numerous pothole repair requests over the past few years. Many times they are closed without the repair being completed. Why do they have an app where they don’t communicate effectively using it? Looks like they just updated the app recently and now it just spins when I’m trying to view my requests or nearby requests. Also, while there is a map function that puts a pin on the map for a pothole repair, the app only accepts an actual street address not the pin location. So, if there is no building near the pothole , you can’t submit the request. Makes no sense. Update: 12Nov20. No change! Still awful. Doesn’t load properly.

### 1/5 — Unhelpful

*2020-11-12, version 4.1.2*

Most basic informational needs are hard to find on this app if they’re there at all. They should follow the NYC developers and build a useful city app. Shameful in this day and age to be so lacking.

### 1/5 — Nothing gets done

*2020-09-25, version 4.1.2*

Expect to wait over 2 months for any response. But let me guess “backed up because of covid” lol.. a joke

### 3/5 — Philly 311 app keeps crashing on IOS 14

*2020-09-22, version 3.9.6*

I’ve been using the app for a few years. The app used to work fine Until IOS 14 was rolled out. Now it just crashes when I try to open the app. I have removed and reinstalled a few times. Hopefully the developers will look into this issue. (Yes, I sent them a message....)

### 2/5 — User interface and usability

*2020-09-03, version 3.9.6*

This is a great idea but the app is snail slow and the typography doesn’t have enough contrast and or size to be readable.

### 2/5 — App could be good. But lots of issues.

*2020-08-11, version 3.9.6*

It is impossible to upload pictures of potholes, graffiti, etc. this is a must to helps crews identify the trouble area. Also when inputting text the app can be very cumbersome. The app had potential but needs some work. I do enjoy the updates it provides when you input a request.

## Most critical reviews (10 lowest-rated)

### 1/5 — Your app sucks

*2026-05-21, version 4.6.1*

If you use request does not work if you use map next to you does not work if use pictures it does not work

### 1/5 — App needs work

*2026-04-10, version 4.6.1*

I can log into my account on any computer but not the app. When I enter my info on the app and try to sign in, an “Okay” pops up but I’m still unable to access my account.

### 1/5 — App doesn’t work

*2026-02-02, version 4.6.1*

App installs and launches but buttons/menus don’t load, only the background.

### 1/5 — Can’t log in

*2025-10-28, version 4.6.1*

Won’t send recovery email. Went to company’s site that makes the app. They don’t have tech support. Sends to another site with a different company and you have to make an account to join that “community” whatever that means.

### 1/5 — App not functioning

*2025-08-10, version 4.6.1*

App says “attachment failed” when submitting photos. Deleted app, re-installed, and now it is completely non-functional.

### 1/5 — Doesn’t Work

*2025-08-09, version 4.6.1*

It simply doesn’t work. No way to get past the first screen. No login or create an account link. Or any links.

### 1/5 — Poorly designed; login issues

*2024-12-24, version 4.6.1*

I’m not sure the effectiveness of reporting to 311 but I continue to use it. This review isn’t for the city’s effectiveness or lack thereof, but for the app.

The app doesn’t ask you to log in to report an issue until you try to submit a request. If you have a login issue, you’ll lose your progress. This has happened to me multiple times with an error that says my email isn’t verified, which is inaccurate because I’ve used this account for years. Attempting to resend the verification iemail and click the link fails, saying I am clicking an old link. Clearly their system is broken. I tried this from the app and website with the same issue. I also reset my password and had the same issue. However, I was able to log in using the profile page in the app instead of the login prompt when trying to submit an issue.

Aside from the grueling login issue which renders the app useless unless you can get around it, the flows for submitting issue are poorly designed so you have to tap in and out of each question to make a selection instead of progressing through the form naturally. I would rather have one long form so I could just scroll than all this nonsense tapping in and out of pages. Whoever designed this didn’t use it themselves. Most people would want to use this on the go, but it’s not designed for that, unfortunately.

### 1/5 — Doesn’t include the information I need, and has a weird concept of what “nearby” means

*2024-11-14, version 4.6.1*

Almost the only reason I ever call 311, is to hear the automated announcement about whether trash and recycling collection are a day delayed or not. You would think if it’s important enough to put a notice on the automated phone system, it would be important enough to include on the home screen of the app. Do they? Noooo.

I allowed it to have access to my precise location, so that if I hit the requests nearby option, it would give me some useful information. But all but a few of the requests are for a completely different part of the city than I live in, on streets I never even heard of, and ZIP Codes that only have three digits in common with mine. Requests in the next ZIP Code over, less than a mile from me, show up about 20 items down, with requests that are at least 5 miles away from me being first. It should start with my ZIP Code and work its way geographically out in all directions. But I guess that’s a little too much common sense to ask for.

Deleting this useless app, I’ll try again in a few years when hopefully my tax dollars have hired a better team of programmers.

### 1/5 — Philly law enforcer are garbagg

*2024-09-20, version 4.6.1*

Philly law enforcers won’t help at all, all they do is sit in front of a desk and even cars, and much in donuts and coffees all day long. That’s why u see overweight officers. Meanwhile the PPA is on fire giving out more parking tickets rather than red light tickets. City is fcked.

### 1/5 — Buggy

*2024-07-07, version 4.3.3*

Crashes. Every. Single. Time. To the point of being unusable. Thanks, developers.

## Most praised reviews (10 highest-rated)

### 5/5 — Philly 311

*2023-03-27, version 4.3.3*

I think Philly 311 is great it’s a way of connecting you with your city officials. If you need something done in your neighborhood they are the right people to work with for the better of your neighbor and our city. Thank you. London Hamilton

### 5/5 — It worked!

*2019-10-06, version 3.9.6*

TBH wasn’t expecting much but they knocked out the two illegal tire dumping tickets I submitted in less than a week

### 5/5 — Great UI

*2012-11-10, version 2.1.3*

Great UI! Really sweet app. If you live in Philly, please get this! Become an active member of your community, we can make this city so much better! Don't know what that dude was talking about with speed or crashing. I split my time between NY and Philly, I really hope NYC gets somethin like this soon. Also sidenote for people, I only decided to leave a comment cuz I was showing my buddy the app and he was downloading it and I saw this super negative review that didn't make sense to me. Lol, being the internet user I am, I googled the dude, who I guess decided to use his real full name. His linkedin came up, first, he doesn't live in Philly, so why would he be using this app? Second, he seems to run a company that provides a similar type of service! haha, next time create a dummy account to troll your competition, ROFL! Now that's what I call #fail mr. kiesel.

### 4/5 — Needs a feedback option

*2025-11-21, version 4.6.1*

There should be a way to suggest edits within the platform. For example, reporting/requesting PPA enforcement sends the user to an automated line that does not give the option to report parking violations. It’s a different number, but it forces the user to waste their time and then research what the actual number is. It seems like once it’s outside their org, they don’t test if the solution is true.

### 4/5 — Great app when it doesn’t crash

*2019-01-10, version 3.9.6*

Having trouble entering an intersection name. App crashes. Otherwise very responsive in the past!

### 4/5 — Help Improve The City

*2018-06-11*

If u want action taken to improve/clean up something in Phila, then this app is a must-have.
I've had abandoned cars towed, rubbish removed, traffic lights fixed, graffiti removed, potholes filled, etc- all within a few days of reporting them, using this app. Choosing the correct category can be confusing at times though. Also, I did Not find this app through the App Store, by using search term 'Philly 311' so this needs to be fixed. I found it by doing a Google Search.

### 4/5 — Quick responses. No app issues.

*2017-06-02*

I have used this app numerous times to report potholes and other issues. So far the city has been quick to respond and fix the issue while leaving comments of the progress in the app. Overall great experience!

### 4/5 — Must have for Philly Residents

*2017-03-19, version 3.9.6*

This is your one stop shop for reporting the issues you encounter as Philly residents. Download it, use it, and submit feedback to make it better.

### 3/5 — Crashes, but sometimes works

*2025-11-17, version 4.6.1*

It’s a good app for communicating issues in the city, and is better than waiting on hold while you call into 311 itself. But whenever I try to attach a photo, it fails to attach. And when I select “use last photo,” it crashes.

### 3/5 — Needs an option to report hazardous parking violations

*2025-05-04, version 4.6.1*

The 311 app for NYC and other large cities have the option to report dangerous parking violations that pose a public safety hazard. Why has Philadelphia’s app not implemented this as an option?
